Parking in garages with tight fits

Somewhere on this site there were recommendations for devices that will help park Lightnings in garages with a tight fit but I couldn't find them again. I would appreciate pointers and/or new recommendations.

Also, does anyone know if the 'foreign content/manufacture' rule applies to the $4000 credit for used EVs?

Sorry that is not the one that talks about used EV. I think used EV will only be covered under the new bill and so it will probably will be subject to the to foreign content/manufacturing rules
